山东省青岛市畜禽屠宰管理现状
Investigation on Administration of Livestock and Poultry Slaughtering in Qingdao City of Shandong Province

      为了解山东省青岛市畜禽屠宰管理发展现状,优化管理政策措施,开展了畜禽屠宰管理现状调查。调查发现:青岛市肉食消费以猪肉为主,牛、羊、禽、兔肉为副;全市现有生猪定点屠宰企业20家,年屠宰量约220万头;家禽屠宰企业4家,年屠宰量2亿只;牛羊屠宰企业6家,年屠宰量2万头。通过对青岛市畜禽屠宰企业监管体系和追溯体系建设,以及无害化处理等内容进行调研分析,指出当前存在代宰模式隐患多、监管责任难厘清、规范管理待完善等问题,并由此提出严格代宰管理,探索“两检合一”措施,改善产品追溯体系,完善行业管理规定,引导健康消费及加大资金投入等发展建议。
英文摘要:
      In order to recognize the current situation of administration for livestock and poultry slaughtering in Qingdao City,so as to provide support for optimizing the administration policies and measures. Statistics indicated that pork accounted for a major part among the meat consumption in Qingdao City,then followed by beef,lamb,poultry and rabbit. Up to now,there are 20 pig slaughtering enterprises with a total slaughter capacity of 2.2 million pigs per year;4 poultry slaughtering enterprises with a total capacity of 200 million poultry per year,and 6 cattle and sheep slaughtering enterprises with a total capacity of 20 thousand cattle and sheep per year. Based on the investigation and analysis on supervisory system,traceability system and bio-safety disposal of these slaughtering enterprises,some problems were pointed out,including hidden dangers existed in substituting for slaughtering model,difficulty in clarifying responsibilities and the imperfect management for slaughtering practices. Accordingly,several solutions were proposed,such as strictly administrating the substituting for slaughtering model,exploring the model of " combining inspection with quarantine",improving the product traceability system,perfecting the regulations for industry management,guiding healthy consumption and increasing capital investment,etc.
