As an issue related to food safety，veterinary drug residues have been concerned by governments at all levels，the public and consumers. During the practice of law enforcement，it would be confused for enforcement officers on how to apply laws to specific procedures including livestock and poultry production，purchasing and slaughtering，and marketing of relevant products. Based on the analysis on relevant laws and regulations，it was insisted that，in case of animals and animal products with excessive veterinary drugs were sold during animal production，the owners should be punished in accordance with Regulations on Veterinary Drug Administration；and for livestock and poultry with excessive veterinary drugs during slaughtering，it should be judged by if the illegal activities could commit a crime. However，no any legal responsibilities should be borne by the parties concerned if their products were not sold in markets，but the suspected products should be disposed harmlessly to prevent from being used for human consumption；and in case of the products were sold out，relevant offenders should be punished according to Quality and Safety Law of Agricultural Products. For different business modes，the identification of offenders and legal responsibilities were also different. In addition，in the process of marketing，the parties concerned should be published by authorities responsible for food and drug supervision in accordance with Food Safety Law of the People’s Republic of China. It was noted that the agricultural law enforcement authorities should avoid enforcing any laws in excess of their powers.
