    摘要:

    为科学、合理评价动物防疫条件审查中有关动物饲养场、养殖小区、动物隔离场、动物屠宰加工场、动物和动物产品无害化处理场(简称“五类场所”)选址的问题,运用OIE《陆生动物卫生法典》提供的风险分析方法,综合考虑场所周边屏障、动物疫病流行情况、动物分布、公路交通、设计规划、废弃物处理、无害化处理以及场所间的相互影响、对居民和环境的影响、沟通等方面因素,作出消除风险能力高低的判断,从而构建动物防疫条件审查选址风险评估体系,以期为落实农业农村部有关规定,实施动物防疫条件审查提供技术支持,也为相关企业兴办“五类场所”提供参考。

    Abstract:

    In order to evaluate the issues related to site selection of farms,breeding compartments,animal quarantine stations,animal slaughtering and processing plants,and rendering plants for animals and animal products(hereinafter referred to as“five premises”)during examination of animal disease prevention conditions,the ability to eliminate related risks was determined by the risk analysis method specified in Terrestrial Animal Health Code of OIE and in consideration of surrounding barriers,prevalence status of animal diseases,animal distribution,road traffic,design planning,waste disposal,bio-safety disposal,mutual influence among the premises,impact on residents and environment,communication and other factors,so that the risk assessment system for site selection during examination of animal disease prevention conditions could be constructed,hoping to provide technical support for implementing relevant provisions specified by the Ministry of Agriculture and Rural Affairs as well as for carrying out examination of animal disease prevention conditions,and to provide some references for relevant enterprises to establish“five premises”.
