The establishment and improvement of animal disease prevention system is not only an urgent need to effectively prevent and control major animal diseases including African swine fever（ASF），but also a necessity to promote sustainable and healthy development of animal husbandry，and to safeguard human health and quality of animal products. However，such problems as insufficient workforce，unstable grass-roots team，poor operation mechanism and insufficient security level have been encountered in the system，resulting that the current animal disease prevention system is difficult to adapt to the new requirements for controlling and eradicating major animal diseases，and safeguarding stable production and supply of livestock and poultry products. Here，some suggestions were given，including a new system appropriate for China's conditions should be established through strengthening the system at grass-roots level，establishing and improving social service system of veterinary health，and accelerating intelligent transformation of animal disease prevention，so as to effectively safeguard the safety of animal husbandry and public health.
