The development and administration of animal healthcare institutions is of great significance for standardizing the market order of animal healthcare and veterinary practice，promoting the construction of licensed veterinarian system，and ensuring animal health and public health safety. Based on the experience of China's medical reform，especially the requirements of strengthening the prevention and control function of infectious diseases in medical institutions，and based on the theory of stakeholders and social governance，the positive trend of the development of animal healthcare institutions in China was summarized in this paper，and the development pain points were pointed out，such as the number and quality of institutions needed to be improved，the supply of livestock and poultry diagnosis and treatment services was scattered，the obligation of animal infectious disease prevention and control was not clear，and the administrative system had defects. Therefore，some suggestions were put forward，including establishing the concept of governance in the administration of animal healthcare institutions，paying equal attention to the system type and management type reform，strengthening the obligation of animal infectious disease prevention and control，and realizing the full coverage of animal healthcare administration，etc. In addition，some discussions and prospects for the next research were carried out.
