Stray dogs and cats are special animals that live in human society and wander between pets and wild animals，and their survival，activities and reproduction would often bring direct conflicts with people's interests. In the paper，the characteristics and connotation of the welfare of stray dogs and cats were introduced，considering relevant conflicts with people's interests，such as spreading rabies，easy attack on people，fecal pollution，noise pollution，etc. Then some control measures were put forward，including reducing abandoned pets，reducing food waste，strengthening community public management as well as euthanasia，re-adoption and artificial sterilization for stray dogs and cats，so as to resolve the above conflicts. Meanwhile，policies and measures should be optimized to balance the relationship between people's interests and the welfare of stray dogs and cats.
