    摘要:

    2007—2016年,我国养殖险保费规模由19.69亿元增长到104.75亿元,规模增长了532.00%,积极促进了养殖险的发展,推动了养殖业健康发展。本文梳理了分散处理与养殖险相结合、集中处理与养殖险相结合的两种主要的无害化处理联动模式,分析了两者的利弊,指出了现有养殖场户主动无害化处理难、无害化处理厂建设运营难、病死动物储存收集运输难等问题,提倡大力推广病死动物无害化处理与保险联动模式,提高支持力度,细化实施细则等。

    Abstract:

    In China,the joint coordination between bio-safety disposal of dead animals and insurance has been practiced for several decades. During 2007 to 2016,livestock insurance premium jumped from RMB 1.969 billion to 10.475 billion,growing by 532.00%,actively promoting the development of livestock insurance and health breeding. In order to explore its work pattern and development status,two major patterns in which livestock insurance respectively combining with decentralized and centralized processing were sorted out. Meanwhile their advantages and disadvantages were discussed in the general. Then three difficulties were pointed out:difficulty in enabling animal production farmers to take initiative bio-safety disposal actions,difficulty in construction and operation of bio-safety disposal plants,as well as difficulty in storage,collection and transportation of animals died of diseases. In view of the difficulties,countermeasures were proposed correspondingly,including popularizing this joint working mechanism energetically,enhancing support and refining implementation rules.
