Based on working practices，Liaoning Animal Health Supervision Institution summed up the key points of verification of animal quarantine conformity certificate . The results were used to provide judicial evidence for the public security organs. The important position of animal health supervision agencies in verification of the certificate and the relations between this certificate and other certificates issued by state organs were analyzed. The critical role of animal health supervision institutions in the convergence mechanism of administrative law enforcement and criminal judiciary was demonstrated.
