Inspection and quarantine at the place of origin always plays an important role in animal inspection and quarantine，and is obviously influenced by suspension of quarantine charge and the accountability system of“Who issues certificates，who is responsible”. In this article，under the current system of inspection and quarantine at the place of origin，the responsibility of issuing certificates was clarified from aspects of validity of certification，whether the animals without regulated procedure of inspection and quarantine can be certificated，as well as the quarantine of wild animals，so as to remove misgivings of official veterinarians when issuing certificates，arouse the enthusiasm of work，and to provide helpful reference for optimizing management policy of inspection and quarantine at the place of origin.
