In 2003，Anhui Province launched a pilot project of building the grassroots system of animal disease prevention and has been exploring the new model for government purchasing animal disease prevention services since then. Here，the main items，undertaking bodies and types of purchases of Anhui Province on purchasing such services were introduced. Then problems existing in the legal system，undertaking bodies and financial guarantee were also pointed out. For the purpose of further promoting construction of animal disease prevention system，several pieces of advice were proposed，such as improving relevant policies，strengthening the team building，publicity and training，as well as intensifying examination and supervision.
