The licensing system for animal disease prevention and control condition is of great significance for preventing and controlling major animal diseases and ensuring public health security. Based on the management for certificates for qualified animal disease prevention and control condition，combined with animal health supervision practices at grassroots level，some problems were sorted out，such as who shall be the supervisors，how to impose administrative penalty，as well as issues of taking back the certificates and punishing the people who hadn't a certificate. Then the relationship between the qualified certificates and certificate issuing during disease prevention and quarantine was analyzed. Suggestions of revising related regulations or cancelling this licensing system were put forward. This study would provide some reference for grassroots law enforcement practices.
