In May 2021，two illegal acts of operating veterinary biological products beyond licensed business scope and failing to establish records of purchase and sales as required made by a company were found by the comprehensive agricultural comprehensive administrative law enforcement team in A city. Upon investigation，the company was confiscated with 35 bottles of veterinary biological products and CNY 2 550 of illegal income and imposed a fine of CNY 7 200. In the paper，product identification，case characterization，penalty application and other aspects during the investigation and punishment to the case were discussed，then the conditions of application of concurrent punishment against illegal acts in agricultural administrative law enforcement were proposed，with a view to providing a reference for standardizing investigation and handling of similar cases，thoroughly investigating any illegal acts，and improving the punishment measures.
