It was found that，by the staff responsible for agricultural comprehensive law enforcement，the party concerned，Yi ×，was suspected of importing animals into a specified animal disease free zone neither under quarantine nor via designated pathway. Upon investigation，the illegal facts made by the party concerned were true. Accordingly，Yi × was administratively punished according to the Law of the People's Republic of China on Animal Disease Prevention，Specifications for Specified Animal Disease Free Zones and Measures for the Administration of Animal Quarantine. Based on the discussion on the determination of the facts from the case and the legal responsibility of the administrative counterpart，and application of laws，it was proposed to strictly standardize the electronic certification work，implement the systems of designated pathways and inspection application upon arriving，strengthen the construction and maintenance of specified animal disease free zones，and further to investigate and punish any illegal cases in the zones，with a view to improving the supervision level for the zones.
