In 2021，animal compulsory immunization of“vaccination followed by compensation”was implemented in Yinan County where，based on Shandong Smart Livestock Big Data Platform，the enthusiasm，autonomy and flexibility of farmers were improved，farmers' responsibilities as the main body for animal disease prevention were consolidated，and their needs for multiple vaccines were met by a series of measures including strengthening organizational leadership，intensifying the publicity and implementation of policies and regulations，increasing trainings，conducting a thorough investigation，delivering convenient services，providing access to vaccines of compulsory immunization and offering free services of antibody detection. However，the level of enthusiasm was relatively low in some farms due to insufficient compensation，nonstandard social services，poor level of animal disease prevention system at the grassroots level，lack of supporting funds and other reasons. It was therefore recommended to safeguard that more farms would benefit from the policy through standardizing organizations for socialized service，increasing trainings and supervision，improving compensation and supporting funds as well as infrastructures at county，township and village levels，upgrading Lumuyun system，etc.
