Under the background of comprehensive law enforcement reform in agriculture and reshaping reform in public institutions directly under Henan Province，institutional reform and functional adjustment had been completed by the animal health supervision systems at all levels in the province. Upon investigation，the status of the system was thoroughly analyzed from the aspects of nature，reform，staff building，funding and facilities of animal health supervision institutions，and the gaps including weakened institutions，unstable teams，inadequate guarantee，incomplete working mechanisms，etc.，were pointed out. Based on the measures including performance evaluation，special rectification of animal quarantine，network inspection and Henan smart veterinary cloud platform applied in the province，the countermeasures were proposed，including improving institutions' working mechanisms，increasing team building，and giving full play to information efficiency，with a view to providing a reference for constructing a long-term mechanism of animal health supervision system.
