Since 1994 when government procurement of public service was firstly introduced in the field of environmental health in Luohu District，Shenzhen，it had gone through four stages including local pilot and exploration，pilot enforcement，institutionalized popularization，comprehensive implementation and innovation in China. Since 2005，government procurement of public service in the field of animal disease prevention had been explored，but without any definition of relevant terminologies and their meanings，let alone any consensus，where severe confusion occurred. The mixed use of terminologies was caused by people's different understandings and opinions，confusing the theoretical research and practical discovery for government procurement of public service in the field of animal disease prevention. To this end，the background and situations of such confusion were summarized and analyzed，with a view to finding a correct way to use the terminologies.
